Welcome! A library card with Windsor Storm Memorial Public Library opens the door to books, digital resources, programs, and more. Here’s everything you need to know about obtaining and using your card.
How to Get a Library Card
Who Can Apply
If you’re age 16 or older and live within the Windsor Storm Memorial Public Library District, you’re eligible for a library card.
Children under 16 may also receive a card, but a parent or guardian must sign the application.
What You Need to Bring
To apply, please bring:
- A valid photo ID (Driver’s License, State ID, Passport, etc.)
- Proof of current address, if your ID does not show your address (utility bill, lease, bank statement, etc.)
How to Apply
- Download and complete the Library Card Application.
- Bring your completed form and identification to the circulation desk.
- Your new card will be issued on the spot and will remain active for three years.
- Cards may be renewed in person by verifying your current information.
Types of Library Cards
Personal Library Card
For adults age 16 and older. Allows full access to physical materials, digital resources, and online account tools.
Children’s Library Card
Available for children under age 16. A parent or guardian must sign the application and is responsible for the items checked out on the child’s card.
Family Library Card
A single card for the entire household. Families may choose this option if they prefer one shared account.
Non-Resident or Reciprocal Borrower Card
If you live outside the district but own property within the district—or your home library participates in Illinois’ reciprocal borrowing program—you may qualify for a non-resident or reciprocal borrower card.
Fees may apply based on state guidelines. Ask staff for current information.

Rules & Responsibilities
Card Expiration & Renewal
Library cards expire every three years. Simply visit the circulation desk to renew your card with updated contact information.
Lost or Stolen Cards
If your card is lost or stolen, please notify us as soon as possible.
You are responsible for items checked out until the card is reported missing.
Replacement cards may include a small fee.
Borrowing Policies
- Present your card (or digital card) to check out items.
- Parents/legal guardians assume responsibility for materials borrowed by minors. Fees may apply for lost or damaged materials.
